Kassai only had Copper on turn 9. She wouldn't have gotten any value out of BOHH until then, and at that point she had Raise an Army as her late game out.
I'm actually coming around to thinking that Sash is correct into Kassai because you want to shut off her gold production, but the idea is that your game will go long enough that Tunic actually gets more value. If you can use the Tunic resource every three turns for a Mandible Claw, then Tunic is worth 1 damage/turn (compared to Sash being worth 8 on a Bloodrush turn).
