Light rails in a lot of city’s do, it’s nothing uncommon. It’s not like a subway where they have the right away, and have no traffic to watch out for

Isn't the train supposed to preempt the signal to green?
No. They do get priority but sometimes they do need to stop for efficient car traffic flow.
