Pulumi is a fantastic alternative that is more advance in my opnion

In the case of terraform is even worse because is extremelly hard to remove such a tool from your company once you rely on it. I feel bad if IBM starts to enforce big costs on its users, the mentality and business of IBM is not in small business

I was investing time and resources on consul e vault, but not sure anymore if it will be a good strategy, is a startup and we dont have money, if IBM starts to canabalize its small business the project will have to be refactored
