Venice used a bulldozer to fill in the skate park and LA County Beaches removed all volleyball nets and were out citing anyone that came out to play. Down the road they eventually stopped enforcing these silly rules even thought they persisted on paper much longer. Maybe you only witnessed this second part.

I followed her for a long time and its a shame she had to get bogged down in this quagmire.
