You left out Portsmouth they had 20200 capacity in 07/08 so should knock Swansea off this list and be 10th. I live in Pompey and supported Swansea as a lad and was a regular at the old Vetch Field.
Yes I could have added Fratton Park, but the difference in capacity is very small so wasn't very sure which stadium had actually the lowest attendance.
