One issue here is that a consulate is an administrative building in support of an embassy that doesn't necessarily fall under the same protection.
Further complicating the issue is there is a third term, "mission" that can refer to either an embassy or a consulate. Iran is calling its consulate a mission, you'll notice.
What happened in Quito was more cut and dried. They raided the actual Mexican embassy.
