The pack needs strong dogs who can protect and hunt. Mom was training they whiney pup to toughen it up. Did will takeover at about 6 months. There is a pecking order in a pack the weak won't breed and may be run off. This is normal and good for a strong pack.
And this is the reason its so important to keep pups with their moms at an early age, what you saw right there was a the mom teaching them lessons that will ensure they are well adjusted and orientated to act right with dogs when they are homed.
