I think, canonically, Luigi has always been just as capable as Mario. He just doesn’t have nearly the same level of confidence in himself that Mario does, and it holds him back a lot.
I believe that the Super Star gives the user, not just strength, but also confidence, this would explain how both brothers are able to catch up to each other despite Luigi's lack of training.
That's not what it does in the games, but apparently that's what it does in the movie I was really disappointed that they changed its power and since when can two people get a power up from the same thing.

It's because he loves mushrooms, as shown in the beginning of the movie. He was years ahead of Mario in that regard, as he loved eating mushrooms and presumably always ate them, while Mario didn't. And the first time Mario ate mushrooms in a long time was when he ironically entered the kingdom of the same name. That's why he had to train and get stronger over time, while Luigi was already a giga chad from the mushroom intake. Hell, he's probably even jacked beneath his overalls.
Also, in that earlier scene in New York, Mario was showing off his skills with running and jumping and all that. It would’ve made more sense if Luigi did that, and that’s why Mario is the one who has to train a few times throughout the movie to be able to keep up with Luigi during the final battle.

I think I can explain this. In the movie, we are shown that Luigi idolizes Mario to the point that he wants to be like him. We also see that Luigi also adapts pretty well to different situations, even if he is scared the whole time. When Mario rescued him, Luigi saw what Mario could do and kept that in his memory, adapting what Mario could do when he was empowered by the star, thus him being able to keep up with Mario as he wants to be like him. Luigi on his own is already strong just by the fact that he not only uses a sewer lid as a shield, but that he was also mostly tanking the force of Bowser's fire breath as it was still pushing Luigi back somewhat.

Yea it does. We already saw that power ups give you enhanced skills too when mario took the cat costume, he gets new skills and immediately know how to use it. In mario power ups give you both strength and the knowledge to use it
