There are multiple times in multiple games where you can even see Link talk but don't hear him(for reasons I just mentioned) A prime example I have is in Skyward Sword where you can see Link gesturing with his hands as he tells Groose, who just fell from the sky to follow Link, about the world under the clouds.
Or how in totk he tells Purah what happens at the start, he was the only person who witnessed and Purah explained what happened in great detail although she wouldn't be able to know said details unless link told her.

Link talks all the time. These videos really spread misinformation. Every single time you get back to someone to complete a quest, link makes some gestures with his hands, making it obvious he tells the person everything that happened.
He talked in a lot of games he just doesn't have text, he explains his situation to many characters in most games than the character repeats what he said sometimes he even moves his hands as if he is explaining something.
If you want to get very technical he always talks we just dont hear him. Every time you chose a dialog option for example he says something but we dont hear him

Link may not have a voice, but he does talk. Whenever you select a dialogue option in BOTW, that is what he say to the npc. He lost his memory after, he probably does remember why he went silent, or even that he did. He probably does in every games after OoT and MM too. Link isn't an empty shell for the player to impersonate anymore, he's his own character with his own emotion independent of the player, we follow his story now. I wish they showed that more in TOTK, especially at the end.
Breath of the wild gave an incredible explanation, Link doesn't talk cause he doesn't want to complain about his destiny. Imagine yourself being chosen as a hero to stop the end of the world because your ancestors who carried the same will did so without batting an eye. This is how you write a great destined character, one who accepts his role and does everything he can to fulfil it

He does have a voice actor - where do you think the grunts come from.
His voice actors are: Jeffrey Rath, Jonathan Potts, Fujiko Takimoto, and Sachi Matsumoto.
Technically all links talk through dialogue options and even certain cutscenes have them talk even if we don't hear or read what they're saying.

Link isn't an empty shell for the player to impersonate anymore, he's his own character with his own emotion independent of the player, we follow his story now. I wish they showed that more in TOTK, especially at the end.
Breath of the wild gave an incredible explanation, Link doesn't talk cause he doesn't want to complain about his destiny. Imagine yourself being chosen as a hero to stop the end of the world because your ancestors who carried the same will did so without batting an eye. This is how you write a great destined character, one who accepts his role and does everything he can to fulfil it
Last one seems like the one who wrote the diary is reading it in Link’s POV.
