To answer your closing question...I believe that to exist outside of their collective nature, and thus especially, their manner of warfare would deny them the hallmarks of their existence. In the end, they are to die out anyway...why try to change the immutable when the result is the same?

So if not drinking birdman's blood is possibly a reason for their worse affliction, why don't they... you know... do it? It sounds like the other successor chapters have access to it; why not them? At least try and see if it helps...
