There's a room on New Vegas that isn't supposed to be reached without no clip. However my dad being a mad genius decided to use 1 bullet to make a box of ammo. He stacked over 1000 boxes to make a staircase to the door and picked the door. It leads out to the developer grid.

72 leave 1 N.O.O.S.E officer before you leave the building then hold X for xbox1 square for ps4 in first person while aming down sight
73 its there you can see it fight your way through the millitary base a 3:00 on your phone in game to the bunker and the elevator will open you only have a split second to enter so quickly enter the elevator and you will get a email saying good job now come here dont say a word about this. the wrighter is unknown but come it spelt cum
74 find said location it will alternate on how well you do in the steps and how fast the step are done from sandy shores to paleto bay you get three attrmpts DONT FIND THE RIGHT AREA this will cause a random explosion chain follow it and dont die
75 find all jetpack symbols in the game then go to the murral on mt chilliad
76 repeat the previous step with the other 2 symbols
77 compleat the game to full completion
78 find the UFO over the millitary base
79 my favoite step.... SHOOT THAT BITCH OT OF THE SKY
and finally 80 follow the UFO till it crashes and kill the blue alien that emerges from the wreckage
and pick up that jetpack

If you take a blimp to the area near the underwater hatch, but instead fly to the max height in game and angle you camera just right, you'll find a camouflaged square with a message on the back that reads, "This does not Exist."

I found it!
I'm a bit late to this and it's probably been brought up, but in Fallout 4 there's a similar easter egg to the one in 3 where opening a door reveals a painting of a red smiling skull that says "You like nice today" (Or something like that). I don't know if it's also part of the easter egg but after opening the door a Sentry Bot shows up to kill you, or at least that's what happened to me.
The same "You're not supposed to be here -levellord" thing is in Yonder the Cloud Catcher Chronicles by a waterfall. You don't have to cheat to see it though.

There is one in just cause 3 somewhere on a grave stone it is in spanish but i used google translate it says "men like me never die" i think its talking about rico because he respawns and when you try to liberate a town or outpost when you die and respawn the same stuff is still destroyed.
The black dot Easter egg one is a reference to the Ready player one when he get the crystal key
Aw man, I remember that GTA4 liberty statue. My friend said that you could get a jet pack by blowing the heart off, and we sat there for HOURS trying to do it. Man that was great.
