Canada b.c Vancouver and area had a similar problem, they have spent millions on housing rehab services and more, but as long as it is not forced they will almost always choose drugs and death as they are far too sick to see just how messed up they truly are...

Housing isn't a solution. Is it reasonable to conclude the flow of money attracted more homeless? There's a couple recent documentaries. All the first-hand facts are out there for you to see
