Where other characters are broken in more unique or janky ways, Zanmu just feels effortlessly powerful. I'm honestly surprised you're allowed to play as her in PVP, she feels like the kind of character who's just straight up better than all of the others for the sake of adding a final boss to story mode.
Tbh as far as human vs CPU mode, she's not the most difficult, but it's the more rewarding to win against. I've beaten her with many mid/low tier characters in hard so far.
Really amazing how we got a Touhou game where all the playable characters' storylines are intentionally woven to each be canonical in the overall plot. The fighting games are of a similar degree but not as concurrently as TH19. Admittedly the matriarchs' + their Zanmu-given underlings storylines were too repetitive though.
