Would the Bank of England or the government restrict what I use my digital pounds for?

We are looking at the idea of a digital pound for the UK for the future. We have not yet made a decision to issue one, but we are starting to have a conversation about it now. We would not design it in a way where the Bank of England or the Government could restrict how you use your money.
