29:30 and you are correct Quill, that's St Petersberg - historically it would've become Petrograd around this time, but since you ARE the great war, it would still have been the capital of the empire; Moscow hadn't been the capital in 100 years and wouldn't be again till the rise of the USSR.
The USSR moved the capital to Moscow in 1918.
If only Quill embraced war, then it could be Petra-grad. Sadly Quill is an established pacifist.

You can manually look at what types of units a nation has in an army via looking at their barracks. Also you can compare the power projection of the army (or navy) if you hover over the amount of units.

I'm always surprised that the US civil War never takes place in Victoria 3 and it took place during April of 1861 thru April of 1865. Your canada, mexico and Belgium playthrough didn't have to happened.
