A huge part of comebacks is punishing your opponents mistakes. Comebacks are 95% skill and 5% your opponent being too cocky. Because at the end of the day they are not trying to let you win, especially in competion

Its more on the player messing up to allow the comeback but it does take a certain amount of skill to be actually able to pull off that comeback.

I think it reallt depends on the level of play, at the highest level id say it depends on the characters. Cause a 1v3 comeback with ssj goku is defintely the opponents fault but a comeback with level 7 adult gohan is a mix of both.
