Most military housing has a maintenance shop that has free stuff you can take like weed killer, child safety items, filters, burner pans, bricks you can use for landscaping, grass seed, etc etc. You can ask for paint there too, they will probably be happy to give some so they wont have to paint it themselves lol
Those black stains are scratches. At my old house, my dogs scratched up the walls terribly and it left behind those black stains. You're also very lucky that the flat paint handled the water. Wetting my flat paint is always a problem for me. Glad it worked for you!
Put on some cleaning gloves and make a thick paste of baking soda and water. Rub it on the marked areas of your walls and then take a spray bottle of water and rinse it down. Dry it with a microfiber cloth and, hopefully, some of the stains will be gone.
If you’re still having cat smell issues, have you changed the filter on your HVAC system? Those filters are only effective for 8-12 months, if there isn’t a large amount of particulates in the air. If it’s a reusable filter, it needs to be cleaned at least once every 12 weeks. If the filter is meant to be thrown away, then best practice is changing the filter at the beginning of each season. Also, have you had an HVAC inspection? Quite a while ago, before this became a major area for scammers, we had our air ducts vacuumed out. It helped my allergies considerably.
Sometimes taking a little bit of lightly diluted simple green on a tennis ball will pull those black marks up. This is especially true if you get black marks on flooring.

He could have used the broom & wiped down things. Just saying, I learned the hard way, men can do housework. Especially if they notice it needs done. Yes married 49ers this month! We are both retired, I am disabled & some days, he has to cook& many days help with household work. It make us both feel better. His father was/is a couch potato & didn’t help his wife for all their married life, yeah I figured it out. 😮😌🥴

Hey, I have flat paint. Today I used some Zep to clean the walls it works wonders.

Zep foaming wall cleaner & a magic eraser... Seriously, magic in a can! I don't have a vent hood in my apartment & this combo saved my walls.
Hot water, bleach, and powdered tide really takes marks off well. And maybe a coat of paint with a glossier sheen.
If you pick a specific spot and keep rubbing with small strokes with a magic eraser, it comes out easily rather than rubbing with long strokes

We tried mopping the walls and it worked great!
I really want to get a mop that’s suitable for this, for this exact reason.

Repaint using a paint that can be wiped down is worth the effort. Especially in a room with food.
i always use murphy’s oil mixed with hot water for walls

For the big stain you just need 30 sec more of elbow grease

Best advice I can give as a painter, is NEVER EVER use flat paint ... Always satin/eggshell and don't use gloss as it will show every imperfection ...

You really should be careful what you use with your hardwoods... you can ruin the finish pretty easily. Water is usually what is called for.

The marks are coming off.. you’re just not scrubbing it like you’re supposed to.
I don't exactly remember but if you can covor the wall in vinegar and Baking powder -PS I don't know the actual thing but that's what I remember
Baking soda neutralizes vinegar, so if you mix the two you just end up with water. I never understood why ppl use this combination for cleaning
