It's pretty simple, high water pushed by hurricane winds along with tide changes mean serious danger, which is why the new hothouse world and rising, warming sea levels will only increase the damage and danger exponentially.

We must work to rejuvenate the sea in that areas to blance water of sea.
We have certain amount of water, it's evoparte, comes as rain in another unwanted parts,
So we must find the way to create balance water by rejuvenating the dried sea.
This can be one solution .
Sea water will dry in same areas and will give rain in same areas.
