Do you have to use one of the more advanced software programs that you mentioned?
Correct - no need to color reduce in the strict sense of the word. It can be recolored in Photoshop by creating layers for each color using lasso and magic wand and then recoloring them using Saturation, Hue and Color Balance settings!
