    Who is usually in charge of creating test plans? Will a QA Engineer be asked to make one or the manager will?

      Depends on the company, some places that would be qa engineer embedded into the team, some places that would be qa manager.

      Well recession seems like it is ongoing and did not crash the market yet. So could be a year or so. But for the hiring I think after new year it should pick up, since companies will have new budgets for the next year and hiring plans.

      I believe so, as long there is code to test, testing will have future
