Is first step is way to high, you actually want it so low that it drags off the ground just slightly so your steps are quicker and you don’t have your leg go through the whole rotation process slowing your time
My athlete has been working on a 'walking mountain climber' drill where she pushes a piece of 2x4 across the floor while the body is in a plank position, driving knees toward the chest, but no butt kick. It has helped a lot with that first phase.

Its quite hard to do but you're right
You can fix his front leg angle just by telling him to balance his shoulders right over his hands
I think the coach knows what he's talking about. He should be a USA Team Coach!

I noticed his arms extended at 8:26, but how are you suppose to think about all of this while sprinting? Please tell me.
Keep praticing it will feel not normal at first but the more you practice the more natural it will feel to you.

so should you push at the start with the back or front foot
Push with both. Back foot is quick explosive pop to engage stretch reflex, and front is an extended powerful push
