Yes they can, but they must be food grade

And how long does a tarpaulin tank take to start to wear?
It is when it's of good quality. Same applies to the concrete tank, the advantage here is the ability to fix it anywhere. The thickness of the tarpaulin can make the pond last for 8-10 years when well handled.
