Imagine hearing the long wail one day, thinking its just a regular steady alert test, and then you hear it start to lower in pitch and wail.
Mechanichal sirens also do that.
In some parts of Australia we use mechanical wail instead of stock wail for attack as it lingers further and sounds more alarming and fast wail for landslide, and stock wail for flood and lightning warning.

fact: alternate steady is called hi-lo.
Indeed, that is another term for it. Federal Signal still calls it Alternate Steady, so that's what I used.

Can a Modulator do long wail?
Not from the factory, but it can be modified to do long wail. The whoop tone is also custom-order.
The 3012’s in Avalon nj do that for firecalls
