The term 'flirting' in your title doesn't seem appropriate considering the thumbnail shows underage girls in school uniforms, and you and your friend are significantly older.
I think the reason most guys gravitate to Duma and Cebu is because there are very few Expats in Ormoc. Guys that are comfortable traveling alone most likely have staying power in a more non-Expat city.

Ormoc is great! Try out Lorenzo's for dinner, great food. I was just there with my fiance in December.,she is originally from Pilar in the Comotes Islands. When I'm in the Philippines I rent a condo for two months in Cebu for our home base. Li,e you said we take the fast cat from Cebu, is great ride over in first class, it's only three hundred more pesos than standard fare. Her family takes the ferry from the island to Ormoc and I rent a two bedroom suite at Fans Hotel in Ormoc that easily slept all six of us. I spoil her mom and take her shopping and get her everything she needs for months ahead with about ten thousand pesos of food in New Nikes for the whole family and clothes for her son. It was her mother and sons birthdays when I was there so I brought them new Samsung A54 mobile phones. I've been with my girlfriend/fiance for three years and they have never asked me for anything at all. For me giving gifts is much better than receiving them.

I'll take those out of the way areas - less expensive and off the radar ! -- Ormoc appears to be a wonderful place. -- Many expats are living the dream over there. For me personally Cebu sucks as a too big and polluted area - but not far away it becomes pleasant ! -- Manila too South of the airport about an hour offers much cheaper cost of living and more pleasant environments. - - - The island life varies and looks like a lot of fun exploring (?) - perhaps on a few dozen islands ?

From Bilirans north tip hire a local pump boat (Earplugs!) to take you and moto out to awesome Marrippi Island and ride the paved sidewalk that encircles the volcano. there one hotel in village on NW side. Then boat out to the "More Fun In Philippines" tiny island for snorkeling. Cool! From there local boat to Masbate.
