In my opinion it safe and welcoming for people of color. I moved here a few years ago from South Florida and people seem to be friendly and non-judgmental. My middle class neighborhood is very safe and has a nice combination of latin, black and white, Just the way it should be....wishing you the best of luck on your choice.
