It's physics. Shaq just has too much mass that no one can collide with him can move him in his opposite direction without fouling him. To do this you would have to jump above his center of mass with your mass being high than half of his, and at his height, nobody would have that vertical jump with the mass required to tip him over. Unless you tire him out so that he doesn't jump as high, but you would still need the jump, the mass and the velocity.
To put it simple, if you can't push him over with both of you standing, then you won't dunk on him.
