No, he says it, but is really means that by not imposing sanctions money is getting to Iran because they can export oil . Blinken needs to tell us what sanctions are on Iran and their oil. What would be the sanctions? We can't stop their tankers. We maybe could ask allies to not purchase oil from them. I'm not sure what the answer is.

Crimea officially recognised as Russia
People of the Donbas get autonomy
Ukraine doesn't join NATO
This agreement was scuttled by Boris Johnson on behalf of the warhawks in UK/US.
Would have stopped the civil war in Ukraine and saved hundreds of thousands of lives.
