Bankai isn't about power level, it is about understanding yourself and your Zanpakuto actually.

No, a filler saga
Takes place after aizen's defeat, but before the timeskip; it doesn't make a lot of sense since in this saga ichigo still has his powers, even though they are fading. In the manga he had no trace of them after a little while
