From a doctors perspective, each low vision patient of 40% will have different quality of vision. It’s not the same for everybody. Some people can drive in the morning due to less ghosting , halos and glare formations when compared to night driving.
So, driving license for genuine low vision candidates must be regulated and not denied completely. Unless their driving may cause danger to passersby.
Currently, the licensing authority has the discretion to revoke a license due to any disability or disease only if it deems the candidate is unfit for driving and may cause danger to the public - section 16 Motor vehicle act 1988.

Even though I am from OBC NCL, the process of getting my document verified by the police is quite rigorous and challenging. I do not understand how they managed to obtain the certificate. I believe that every rule is intended for people in the middle class.
