That character is none other than Dr. Ivo Robotnik or Classic Eggman! He made is first appearance in Sonic the Hedgehog (1991) and made his latest appearance in Sonic Superstars(2023). He originally created to be the mascot of sega and went through many design concepts including and Bee costume and a pajama costume. His main hobby is kidnaping tiny animals and stuffing them into his "badnik" robots to help him enslave humanity . He is always foiled by Sonic and friends however. He even made an appearance in Sonic Generations to help his future self defeat Sonic and his friends! He is also the cousin of Maria Robotnik and the grandson of Gerald Robotnik who was the creator of Shadow the Hedgehog, Emerl, The Biolizard, and many other glorious creations! Dr robotnik's main goal though is to build EggmanLand (formerly Robotnikland, and Crimson Carnival) the ultimate theme park! He has built it once in Sonic Labyrinth but is was destroyed by classic sonic! Then in Unleashed he built eggmanland again using the ancient power of dark gaia! Robotnik's main method of transportation is his "Egg Mobile"
