Museveni didnt want the Tanzanians to go past Masaka because he knew Nyerere's fundamental objective was to bring back Obote(by hook or crook), yet Obote was not liked in Buganda and in other parts such as West Nile, parts of Western and Eastern Uganda. Stopping the war in Masaka would have given Museveni the opportunity to build an army in Western Uganda wheras Obote could not build an army from within Buganda with Amin still around in Kampala and how much the Baganda didnt like Obote. So Museveni was right in the sense that as long as Nyerere intended to forcefully bring back Obote as president, then the Baganda were going to likewise forcefully remove him and his government from the lands of Buganda in the upcoming years of 1980-86. This also explains why later on Museveni wanted to focus his participation in the armed struggle in Luweero, Buganda. Thats where people were ready to fight. But Museveni's argument also explains why Nyerere could not stop the war in Masaka because Obote(who Nyerere wanted to return as President by hook or crook) could not raise an army in Buganda nor settle an army in Buganda while TPDF only controlled Masaka. Amin would have gotten human support from the population of Buganda if this happened. Already rumours that TPDF were bringing back Obote had stalled Nyerere's army in Masaka as the Ganda population turned against the TPDF. It was after the announcement of Lule as chairman of UNLF that fears of Obote's return subsided and Amin's regime actually collapsed.
