Lule was seconded by Paulo Muwanga to lead all the groups at the Moshi Conference in 1979 towards the falll of Iddi Amin's regime. Nyerere was surprised that Muwanga was not part of Lule's proposed group. Nyerere ordered that one member dropped in favor of Muwanga - he dropped his Change Group deputy, Dr. Martin Aliker. A few days later, someone asked Lule why he had not considered Muwanga. In his unguarded moments he said "ekisajja ekyo kibi nnyo, kyatunda ebintu bya Uganda byona eFrance." The army officer confided with Muwanga who vowed to overthrow Lule as soon as possible. Muwanga actually pulled off his master stroke within 66 days by causing vote of no confidence in Lule and replaced him with Binaisa.
Kayiira warned Lule in the June 1981 meeting in Nairobi that Museveni was going to betray him again. Just listening to this distorted story from Museveni is quite shocking. If it wasnt for Lule forgiving Museveni and allowing him to join the UFF in 1981, Museveni wouldnt have been in position to write this distorted version of events. It was Lule who gave Museveni the position of Ministry of Defence in 1979 over a fellow Muganda, Paulo Muwanga.
You're ignorant of the history. At least learn from here. M7 was Vice Chairman of the Military Commission which even had powers over the presidency. Members of the Military Commission had private armies that made up the UNLF.

It was Lule who gave M7 the position of State Minister of Defence in April 1979 at a meeting in Dar Es Salaam in the presence of Nyerere. Kayiira had stopped the creation of the Military Council which was then renamed to the Military Commission during Moshi in March 1979 but its role unknown to the public and its influence weakened by being demoted to a commission. The Military Commission only came to power in May 1980 through a military coup 11 months after Lule had left!! And this was done by the TPDF after Nyerere decided to bring back Obote. The UNLA was still nascent and its officers had just returned form Monduli in Feb 1980, it had no capacity to take over security duties and it was organized around 5600 men with 300 officers in a country of over 7 million compared to the TPDF which was over 20,000 men.
