Hi John, this is a tension load test, also known as a pull out test. The product being tested here is a internally threaded anchor fastnerer designed to be used in precast hollow core slabs. A hydraulic jack is used to apply the load onto the anchor.
The purpose of this test is to check the ultimate failure load of the anchor. In the case of the anchor being tested for this particular video the substrate, hollow core slab, failed at a load of 25kN

This is not a representative test. The cone is being pressed back by the test. This is a semi-confined testing situation.

Concrete has almost no tensile strength. It's designed to have all of its strength dedicated to compressive loads. That's why concrete is always reinforced with rebar and/or mesh, to add to it's tensile strength.
