A good idea to fill the cup is to paint the bottom with paint then fill it with scrap clay unless its a glass cup though.

You could probably use a matte glaze aswell if you want to retain the papery look :D
Just use Mod Podge Dimensional Magic or Diamond Glaze to seal it :)
