In most cities (up north), if it snows, the business is responsible for snow removal in front of their place of business. ( in some places, homeowners too). Not sure why police are fining owners for graffiti. Most city's have code compliance officers/department, not a job for the cops. They would give a warning/ticket and if you cleaned up most times the ticket would be dismissed, or even go up in front of the building advisory board. Speaking from past experience of being on that board and chairman for 5 of 6 years for the city of GP. City manager is the issue here.

The people of Van should recall (and remove) every city council person, along with the Mayor that was involved with the decision. This sounds like a case where a business is vandalized and may not have the time or resources to correct it, so the politician(s) decide to fine the business owners, thinking it would motivate them to take corrective actions. Then the police chief figures out a better way to get it done, and the politician throws a hissy-fit that their instructions were not followed. The chief stands firm, and probably told them to go pound sand, so they fire her for having a backbone.
