Your mom should offer the owner money to take the dog. Not that they deserve it but they are clearly not deserving of that dog, and whatever it takes to keep that sweet puppy safe. That dog belongs with your family! ❤

If your Mom finds the poor neglected dog again, she should just keep it. Obviously the owner isn’t interested in taking care of that sweet pup.
That totally stinks about the dog. If I were your mom I would not be calling that owner back next time she finds it. It clearly likes your family much more and would be taken better care of.
I was thinking the same; first time yes, I would call the owners, second time he’s mine.

Some ppl do not deserve dogs. Crap owners. I’m sorry, but they are. If my dog was lost or got out, I’d be panicking. This person doesn’t even want to pick up their phone. If your parents see that dog out again, ask the owners if they want to give her away to them. Poor dog deserves better. 😡
