The reason for my question is because I have heard that steering wheel Logitech MONO is working at Forza Horizon 5 purchased at Microsoft Store but does not work when purchased at Steam.

The wheel needs to be on PS-S not PS-N You can change it on the switch above R3 and L3 Cuz PS-S is PlayStation steering mode
He is playing on pc, there is no forza for PlayStation

I thought about doin it but honestly there really wasn't any sort of setup I just plugged it In and it worked.

forza horizon 5 is not a simulation game ,so cant play with wheel. uncotrollable, just can play drift max 70 kph
