I used 20 King Oni's on 1vs2 and I just ambushed them
Ive played through this map many times. This one always gives me trouble. Ive followed your tactics before and its still difficult. In desperation i tried something new and it works!
First of all, undeploy the Pacifers and move them towards the observation posts. They are just too unpredictable when deployed.
Grab the 3 refineries. Now rush to get Nagata subs (10-12) and immediately rush the north eastern base. The main targets are the ore refineries. But you want to completely destroy the base.
The game actually doesn't cheat. Now that you've wiped out the refineries the AI has no income. If you've done this fast enough they probably have not even expanded to the third ore mine that they have available. All attacks should stop. You should be able to finish them off with a few Shogun battleships now. It's not even necessary to control the observation post. Just wipe out the AI buildings entirely. Objective complete.
Quite a noice choice to use the Soviet V4 Dreadnought as a disguise for the Imperial Sudden Transport...

BTW: The Allied Forces' Barracks and Outpost in Oki Island Should have remained intact: have an Imperial Engineer capture those structures, it will give you access to some of the Allies Infantry units- including Agent Tanya...

The Allies Occupation Forces led by Air Force Commander Giles Price will attempt to intervene- but he can be outrun
Once given access to the Imperial Giga Fortressess, produce them en masse and strike down the Allied Fleet- EXCEPT FOR the Allied Construction Yard and their Naval Shipyards- have your Imperial Engineers capture them; and you would have access to the Full Might of the Allies GDI Forces' Arsenal:
Including FutureTech's Next Generation Weapons...
Do always guard your Giga Fortressess, as both Sea and Aerial Modes are prone to be overwhelmed by surface and aerial enemy forces- Do Mass Produce Surface and Aerial Units from both Soviet and Allied Counterparts to assist your Giga Fortress- led Imperial Fleet/Strike Force...
You'll find the combined might of the Three Superpowers' Arsenal- ultimately useful in retaking Vladivostok...
