Sadly, the judge said that a hammer is not a deadly weapon, and he only served 4 1/2 years. As soon as he got out, it started all over again. This gave me bad flashbacks about what happened to me about 6 weeks ago when I was at hospital. I had just been diagnosed with a broken infected jaw and told I needed major invasive surgery done the next day, which is obviously not good. I walked outside to speak to my best friend on the phone about it all. When I put the phone to my ear, from out of nowhere this crazy woman throws this whole can of Vimto over my face, hair and rare t-shirt. Before I know what's happening to me, she then accuses me of touching kids. Before I'm able to register this verbal assault, I get a right hook to my left jaw, then immediately punched me 3 more times in my broken, infected jaw, with her other hand, and then she grabbed the back of my head with both her hands and slammed it into her knee, trying to break my nose. She hit the top of my head instead, luckily. Still really hurt though. This attack made my jaw a lot worse than it was and cannot believe this happened to me at the hospital. Luckily it was all on CCTV and will be taking her to court when I'm a bit better.

In my state that type of behavior will get you evicted. There are provisions in the landlord tenant law requiring the landlord to ensure you are not harassed by another tenant.

People not pressing charges is the reason we are seeing situations like this in the first place. It's getting worse and worse and it's because people aren't pressing charges enough.
Edit: It's been proved that to beat graffitti, it is best removed as soon as possible after it is seen so the offenders see the effort as wasted. It's the same with other bad behavior. Deal with it promptly and the offender doesn't enjoy any benefit from it so they'll stop doing it. Leave it unchallenged for any length of time and it becomes worthwhile, no matter the risk of being caught in future.

I'm not sure on this, but I think cops can't do anything if there is no crime being committed in front of them. They have to ask the victim if the victim wants to press charges, and if the victim does, then, and only then, can the officers arrest the perpetrator. I think it's covered under legal standing somewhere. Hopefully, someone who knows more than me can correct me.
I also was not aware that there were states where the choice to press charges was never in the hands of the victim. Gonna look that up now. Doesn't sound believable.
Okay, so after some digging around in Georgia's laws, I found what I was looking for. Georgia has the same laws pretty much everyone else does and that is that the prosecutor has the final say on whether he or she wants to bring charges based primarily on how much evidence they have, and just plainly whether the prosecutor thinks legal punishment should be meted. The most common crime example of this given, is domestic violence because victims apparently very often feel guilty after involving the legal system and want to drop charges, but the law says, that if someone is committing a crime and they're likely to do it again, the state has the right to take pressing charges out of the hands of the victim. This is not to say that the victim does not "have a choice whether you press charges or not." They do, it just can be over ridden.
