4:02 Yes it is. But actually we ALL owe it to the man who composed and arranged this song (and hundreds of others). Romuald Lipko (keyboardist) was a titan of composition. At one point he wrote songs for probably half of the Polish music market.

However, let me make a slight correction: not Jelenia Góra, but Zielona Góra. These are the names of Polish cities ("deer mountain" and "green mountain" 🙃 ).
In Zielona Góra (you can see the inscription on the film), the Soviet Song Festivals were held.
1985 year - it was not a good time in Poland: the military junta and the communists ruled. The artists were forced to perform at these festivals (and at another one: the Soldier Song Festival in Kołobrzeg).
Some criticized the singers participating in these events, but it was not easy: refusing to participate was punished with a ban on public performances, recording of records (then still vinyl records), refusal to issue a passport and other harassment from the authorities.
