If she otherwise performs her duties as outlined, she can be required to seek mental health counseling. Someone in her family needs to call Animal Control, and Licenses and Inspections.They are enabling her to continue to live like that. She needs to find a place to live until that house is made habitable again. Concurrently , she needs to start mental health counseling for her disorder. Possibly, she needs to be hospitalized, because her living conditions, are definitely , a danger to herself, and those rats are also a health hazard to others in her neighborhood.
