Duckstation emulator (roll-back support) is the primary way! Both players have to be using the same ROM, there is an agreed upon ROM in the community with all characters unlocked.

Unfortunately, no. You can play tekken 3 online on several emulators. Most of them use kaillera (online network). This year a more advanced emulator 'Duckstation' added roll-back support and became the best way of playing Tekken 3 online (my most recent videos/shorts are all on Duckstation). Tekken 3 has more depth than modern Tekken players might assume and I hope this channel reflects that :)
