  • Karnataka Cabinet cleared a bill mandating reservation of local candidates in the private sector within the state on July 17. The legislation requires a reservation of 50% management positions and 75% non-management positions in industries, factories, and other establishments for the locals. TNM’s Pooja Prasanna spoke to Labour Minister Santosh Lad on the nuances of the bill. The Karnataka State Employment of Local Candidates in the Industries, Factories, and Other Establishments Bill, 2024, is set to be introduced in the ongoing legislative session.

    What Karnataka localities are failing to understand is that IT companies hire based on talent and skills.If you have skills you can get job without playing kannadiga card.If this bill is passed , two things will happen :
    1. IT companies will move out of Bangalore
    2. Locals will loose rental income and land prices will fall.

    Looking at the enthusiasm of locals, I think they should go ahead and implement this rule of 100% reservations.
    Make the non-kannadigas move to other opportunity lands, and then locals can enjoy all the prosperity all for yourselves. Would be a great example and case study for all the other states too (good or bad)

      Let's be clear industries run for profits. By making stringent regulations regarding hiring the government is effectively going back to the licence raj era. The government gives subsidised land to industries because they generate employment which in turn will be spent by employees in their residing state that will generate revenue for the government and this is how the state's economy moves towards the service sector. If you tell industries this is how you should work those companies will not invest because they care for profits and to reach that they will write their own path. This is just a new smoke screen from this government which hasn't done anything in governance and will not do anything for the next 4 years.

      Government interference in the private sector would send us back to license raj. The bill being discussed here, if it comes into effect would gradually lead to widespread desertion of companies from Bangalore and with it the migration of people employed in the sector (and any other related sectors). Considering that IT accounts for 25% percent of the state's GDP, it means that there will be an impact on the state's fiscal health. This would also stagger further growth prospects as the state will neither be seen as investor friendly nor would it be particularly favourable to set up industries here.
      But sure you would have lower rent and ample water. In fact the city would be devalued, and there would be a total collapse of the real estate sector that currently thrives in Bangalore, leading to massive wealth erosion. Keep in mind that these problems largely arise from shoddy urban planning practices put in place by inept and corrupt state departments. For ex, just by improving public transport in the city we decrease peak rent prices as it disperses the population evenly (this is already happening in places like Whitefield where the metro line was extended to recently). These problems are at least being picked up currently precisely because of the migration of people and the widespread economic activity in the city. These voices would go away with this bill, leading to these problems being ignored rather than being picked up and solved.
      We take away one of the main reasons that makes Bengaluru attractive, flexibility for people to move and settle in the city. Enacting this bill would reduce Bengaluru to a ghost town, a place with many buildings but not many people. Sure this will eliminate any 'outsiders' staying in the city because most of them will move on. If we're fine with that consequence then sure this is a good bill.
      Collectively as a group of citizens we need to objectively think about issues rather than thoughtlessly agreeing to whatever these leaders say. Just this exercise itself will make us smarter and the country better.

      1. I was born in belgavi and mother tongue marathi, I passed my sslc with 2nd language kannada. I can understand kannada but can't read speak or write, now according to this bill I'm not a kannada person/kannadiga and not eligible for reservation, muslim who passed from minority institutions in Urdu language, Tulu and konkani speaking people not eligible.
      It will hamper the tech industry if you want more kannadiga to participate in it field then focus on High education there are engineering colleges in Bidar, kalburgi, belgavi which do not have anything fund them tell companies to go in this region

      When Haryana government applied such reservation, it was striked down by the court. But in that one and a half year before the stay order was given many companies shifted to Noida and Gujarat. Even Maruti Suzuki for which Gurgaon was known for, even before the IT companies came there, also shifted some of its manufacturing units to Gujarat. And during that time the property prices in Gurgaon went down.

I have myself heard a few colleagues of mine saying they had finalized 3 people for the job and finally selected this person because he was from the same state as the guy who was hiring and apparently they'd be able to wrk well because of that 😂 I felt it was so unfair, back then. This was 6 ywars ago. He was from Andhra. I know Tamilians who do the same too. Ive seen it myself. The company just claims that they would hire people on certain terms and basis but the fact is this. Recruiters convince the company as to ehy theyre hiring those individuals and the higher level wont care to come down n chck in each recruitment process.       @@shashanknc3318 This isn't about BJP or Cons. This is about economics and economic policies which mandates unhindered prioritization of merit. There's no scope for emotion there, and if you do, you have to face the consequences.
      And trust me when I say that I perfectly get what you say. I too come from one of the top A1 Metro cities, and I have first hand experiences of what you have narrated. But that doesn't mean I would deprioritize merit. Hence, I opposed similar move of Haryana, and now I oppose this as well.
      About a week back a friend of mine was talking about shifting his IT company to Bengaluru. His wanted to harness the resource pool available there. Now he has dropped Bengaluru, because of this policy. And he has dropped it forever, his reason being, even if the policy doesn't materialize, the threat still looms so he would look for alternatives while he still can.
      When you ignore merit, you lose merit, and the future generations suffer.

      In fact Karnataka should hire 100% locals. Also, emails written to clients outside India should also be compulsorily written in Kannada only. Let the clients use Google translate to find out what has been written. That way if written communication as well as requirement documents are written in Kannada people of other Indian languages will not be able to work in Karnataka at all. In the meanwhile since your state if overflowing with talent you can create your own IT companies. The existing lot should move to Pune.
