The Hong Kong motion picture rating system was established under the Movie Screening Ordinance Cap.392 on 10 November 1988, where level III films were for "Persons Aged 18 and Above Only". The Category III classification is equivalent to R or NC17 in the United States.
Television and Entertainment Licensing Authority (TELA) was responsible for film classification, control of obscene and indecent articles and newspaper registration, until the Office for Film, Newspaper and Article Administration (OFNAA) takes over former TELA’s functions in 2012.
Communications Authority (CA) was established on 1 April 2012 as a unified regulatory body for the broadcasting and telecommunications sectors. The Office of the Communications Authority, the executive arm of the CA, was set up by merging the former Office of the Telecommunications Authority and TELA on the same date.

1 (English announcer): This film has been classified as Category III by the TELA. Persons under the age of 18 should leave the auditorium. If any person under 18 is found viewing a Category III film, and so causes the cinema management to be prosecuted by police or TELA, the management reserves the right to take civil action against that person.
2 (English announcer): Government warning: Smoking is now prohibited in the seating area of all cinemas. Those who fail to comply will be subject to a maximum penalty of $5,000.
(TELA stands for Television and Entertainment Licensing Authority.)
TELA is later replaced by the Office for Film, Newspaper and Article Administration (電影、報刊及物品管理辦事處, OFNAA for short) on April 1, 2012.

Category III would be closer to NC-17 in the Motion Picture Association of America system. "R" technically means that anyone under 17 is admitted only with a parent or adult guardian. "NC-17" was developed in 1990 as a more serious alternative to "X".

You've found the theatre bootleg version! Unfortunately the one I've found is a videotaped version cropped to 4:3.
