According to The Fifth Trooper, a set of set of Pykes with disruptor and Capo actually hits harder, dodges more, and has more wounds than a set of Phase II's w/Z-6 for 9 points less! Personally, I've run them a couple of times now and, while the dodges and outmaneuver really help, those white defense dice still get them torn up.
Totally, they're a fantastic unit. If you can avoid getting a unit hit twice in a row during a single turn they're super tough to die. You basically ignore the first attack on them with all those dodges. Basically the value of B1s with better weapons, better defences, and better swarm results
Yeah... I kinda feel like a 16.5% chance to save unit should NEVER belong in S tier. These guys are cheap and expendable. If you ever dabble in other factions, you'll revoke your S tier opinions real quick.

I get your logic for snows in d, even if I don’t agree, but in skirmish they are straight up A in my opinion. Speed 1 with steady in a map that’s half the size is better than speed 2, and… snows with flamethrowers and frag grenades is the most devastating core unit in the game against squads, and in skirmish they have a much better chance of getting there
B1s are easily the most busted Corp in the game. They are dirt cheap and give you perfect order control with coordinate. So much better than anything anyone else can take
Pykes, Black Sun, B1s and B2s (though I could see them in A) should all be S tier. B1s and B2s have among the highest defensive coefficients in the game.
That would be a good argument however the coordinate ability is brutal if you do not slave to keep them together as well as they are about as strong as a thin sheet of paper without upgrades. Then when focused they stand no chance the only redeeming quality is that they are so cheep which makes them a B. Don’t get me wrong I love my clankers I’m just being realistic
Thing is, you don't have to take Capo or Black Sun Leader, you can just equip them as personnel and get 2 courage which is arguably better because now you're less susceptible to suppression.
Honestly even taking both is great. Running a whip group with a capo and a disruptor group with the surge equip is fantastic if you keep your leader capo in the middle behind cover.
I'd swap Pykes and Blacksun here. I play SC and Pykes are the bread and butter. So cheap and suprisingly strong especially if they're being led by a capo (they're super cheap theirs really no reason not to) electrowips are super annoying to play against and lock up melee units while also decimating range groups. Give them a dodge cache and independent: Dodge keeps them relatively tough to kill. Best part is you can bring 2 stacked units and their stacked commander for around 200 points. Value value value. I'm about to pick up a 2nd box of them to dive even deeper. (Ps: also if you're running with a single squad of tanked out mandos, you really put your opponent in a no win situation in regards to who to shoot at) Super underrated here, every game Ive played with them they're the backbone of the list and seriously outperform their tanky cousins the Black Sun.
I really believe Storms to be A Tier, Storms with the T-21, Specialist, and Recon Intel is only 77 points. Krennic also has Compel, and in either a Krennic or Commander Vader list... my 5 units of Storms kitted out as listed above do a majority of the work, as they can shoot at almost anything and have a good chance of damaging it. Crits really don't care about Cover, Armor, or Dodge tokens (unless they have Outmaneuver), and having your first two Surges turn straight to Crits, plus whatever Crits you roll... absolute value. I like Shores, but Storms to a majority of what they do at a roughly 20 point discount when compared to Shores with T-21b, extra body, and Offensive Push.
Overall a great review, Shore Troopers definitely be S tier, and everything else looks good. I think personally Phase 2 Clones are S tier, and Phase 1's are A tier, but 1 tier lower is good to since they are SO expensive, so it be a-okay either way

Agree completely the only downside is they don't count towards your corp minimum outside of one battleforce

B1s should totally be s tier, the majority CIS’s list are entirely built around abusing their coordinate mechanic to get amazing order control.

B1s definitely S tier with that cost and unit count. Throw them at the objectives and tie enemy units also perfect order control for the CIS.
