People always underestimate SS4. Remember GT SS Goku was equivalent to DBZ SS3 Goku. That means GT SS3 Goku is 8x Pre SSGod Goku. And SS4 is debated to be around 4x to 10x SS3, even if we be conservative and put it as mere 4x SS3, SS4 Goku would be 32x Pre God Goku.
People also tend to overestimate SSG, by giving it a multiplier of up to 100x SS3 just because he fought with Beerus, it doesn't take a lot to impress Beerus, remember how SS2 rage Vegeta surprised Beerus? Unless people believe SS2 rage Vegeta is 50x or more than SS3 Goku.
SSG would be over 400x SSJ3 bare minimum since it was originally stronger than a Full Power Fusion which wouldn’t have worked on Beerus at the time, Vegito’s base was 300x-400x Base-SSJ3 Goku, Vegito’s SSJ form was said to be around the level of SSJ4 so that’s a SSJ multiplier stacked never mind the hypothetical SSJKK, SSJ2, and SSJ3 which would be way stronger than that which Goku was doubtful would work on Beerus yet SSG allowed Goku to be confident that he could fight Beerus head on. SSG Is far superior to SSJ4 this much is not a question.

Personally, in order to take into consideration other characters' power level, I would say SSG is only a few times stronger than SS3, SSB is again a few times stronger than SSG. Because if SSG was hundreds of times stronger than SS3 and SSB 50x SSG as many people believe, then that would mean other non Saiyan characters would have also increased their powers by thousands or millions fold, which would be unreasonable for non Saiyans

I think GT Goku's Super Full Power Saiyan 4 form will almost be strong as Blue Evolution Vegeta. In DB Legends 2nd anniversary story, GT Goku's Super Full Power Saiyan 4 form was able to move at least fast as Fused Zamasu halo form. GT Goku will hold his own against Vegeta for while, but will lose.
