My friend from Bihar always used to tell me that his known people who are contractors use super substandard material and corruption is also at employee level of the contractor, and there is immense corruption within Bihar govt and administration. Khta tha 1Lakh ke saman mei effectively 10 hazar hi lagta hai. Bihar = Corruption.
For public works money should be given in phases or after the completion of work and auditing the work done. Till then the contractors should be allowed to take loans from the government and then settle it after the work is completed
