My go to choice is a yamaha snoscoot sv80
As a owner of the mini z it is great but I never got the original experience because we had to get a new (but faster) engine for technical reasons but I have grown out of it since then so now I have a 1988 snoscoot they are rare and expensive but they started to remake them in 2018 with a more modern design and I believe that would be perfect

A better bang for your buck is find a old Elan for 500 bucks put a few dollars in it . Your kid will out grow it in a year or two and you can get your money back when you sell it .
