you can use sealant but next time you are ready to re-paint you would need to remove sealant first. a lot of work of removing. i would not recommend sealer. for the sealer you could use exact same product but a clear coat.

I have a large stamped concrete patio, terrible brick red inlay that I want to paint , it's 40ft inground so I have a large patio about 1500 sq ft to paint. There is old sealer between the cracks from previous owner that is very old. Do I HAVE to scrap this off before I paint or can I paint over the old gunked up sealer. The concrete itself is way overdue for sealer and very white so light etching is fine. It's just the cracks that have old sealer and don't want it to peel. Could I use a primer on the cracks where it's gunked up to help? Thanks!
Yes for about 99% of the pool decks. Sometimes we tape them off but most of the pool decks we paint have old caps and they would look ugly and stand out if we don't paint them with the deck.
How long after to apply second coat? I’m in California and have a thin layer of concrete that needs repair, whats a good product here? Have Home Depot and Lowe’s only.

i don't work with stamped concrete, but in general if there is any kind of sealer it needs to be removed before painting.
How do u eliminate roller marks? Especially using a solvent based product?
Paint one section at a time, usually from one expansion joint to another , keeping a wet edge in the process.
Can I use heavy shield stain and enamel. They are out of the color too. I’m painting a basketball court. It’s concrete
