Mihawk likely also got stronger in that time but shanks has him beat in feats as of now (not that feats alone are the determimg factor, especially on characters with no screen time). Shank's 10 second future sight and the ability to cancel future sight for his opponents would make him a nightmare to fight, we have almost certainly not seen everything shanks can do yet too, mihawk is certainly an absolute beast too, most likely having better swordsmanship than shanks but assumably worse haki, which one of them is stronger isn't certain and won't be until we see them both go all out or flat out fight eachother and don't act like it is. I'm personally on team shanks on who is stronger because the combination of 10 sec future sight and the ability to cancel it for others is a HUGE advantage that's really hard to match because if your opponent knows your moves for the next 10 seconds before you make them and you're left guessing it's a massive disadvantage, also if shanks can stop an admiral with just conqueror's haki from such a distance it would likely mean the conquerors haki coating on his sword would be far more formidable than anything we have seen thus far although I won't say Shanks would win for sure because that would be rather arrogant and isn't exactly a provable fact rn and it really could go either way.

I don’t think learning advanced conquerors is necessarily difficult if you already have conquerors. Luffy managed to do it pretty much immediately after learning it existed and Zoro is probably more skilled at coating with haki than Luffy since he needs to coat his swords in it not just himself
